RULE CHANGES
Tournament Coordinators reserve the right to modify the rules as needed. This includes changes due to software updates or releases, event organizer decisions and all other changes deemed necessary to run a successful tournament. Players are responsible for checking the rules on a regular basis prior to the event to ensure they are in complete compliance. Players must understand that rules listed are guidelines to ensure fair and competitive play and are subject to interpretation by the administrators based on the spirit of the game.
REGISTRATION
The early entry fee for this event is $5 per player ($25 per team). The deadline for early registration is July 1, 11:59pm.
The standard entry fee for this event is $10 per player ($50 per team).
100% of every entry fee will go into the prize pot.
Registration will close 30 minutes prior to the first matches. Teams not registered in time for the Round Robin series may play in the Single Elimination tournament if registration is completed and fees are paid on Friday. These teams will be seeded lowest.
Teams will not be allowed to make Roster changes after Registration closes.
Teams must be confirmed with at least 5 Players and submit each Player's Summoner Name by the close of Registration. Teams may include as many as 9 Players. Each player must have a level 30 account with at least 16 champions unlocked to participate in the tournament draft.
No player may register with or play with more than a single team.
Prizes are based on a number of teams that sign up. 1st and 2nd place are guaranteed a prize; 3rd, 4th, and 5th prizes will be added dependent on the number of teams who participate in the tournament.
Employees of Riot Games or its Affiliates may not participate in the Event.

GAMEPLAY
The current version of the league of legends Public Realm will be used for all Games.
All Games must be played on the North America Server. Team Captains should use ‘TokyoInTulsa' as the official channel to communicate and organize games through the lol client.
Champions who have not been available on the live service for more than 4 weeks will be automatically restricted. Example: Thresh was released January 23, 2013, so Thresh becomes eligible to be used in all official matches on February 20, 2013.
No warm-up or practice Games are permitted once the Match's first Game has begun.
For the Round Robin phase, the team listed on top of the bracket chooses which side they'd like (Blue or Purple). The captain of the team listed on top of the bracket hosts the game and is responsible for inviting his or her team and the enemy captain.
For the Single Elimination phase, the higher seeded team chooses which side they'd like (Blue or Purple) for Games 1 & 3 (and 5 when required). The lower seeded team chooses which side they'd like (Blue or Purple) for Game 2 (and 4 when required). The captain of the higher seeded team hosts the game and is responsible for inviting his or her team and the enemy captain.
If a Game is started without the approval of a Tournament Organizer, it will be restarted from the beginning.
Players who quit or disconnect from a Game before it has ended will be allowed to try to rejoin the Game. The Game may be paused while they attempt to rejoin. If the Pause timer runs out and they are unable to rejoin, their Team must continue the Game shorthanded. A Team will Forfeit the Game if all of their Players quit without a Tournament Organizer's permission.
If a spectator loses their connection to the Game, but both Teams remain in the Game, the Game must continue.
Games will not be restarted in order to allow for Rune, Mastery, or Champion changes.
GENERAL
Players must provide their own League of Legends Account for the NA Server.
Players must not stream without the consent of the TnT PC AD (landon carroll)..
Individuals may not use another Player's League of Legends Account in the tournament. Individuals may not allow another Player to use their League of Legends Account in the tournament.
Players must not share the information stored on their League of Legends Account with another person. This includes, but is not limited to the following: Passwords and Email Addresses.
Players may not use an incorrect League of Legends Account.
Any substitutions to a team's ‘starting lineup' must be announced to both the TO and the opposing team before a game is started.
Any sign of cheating, abuse of the Pause Feature, or breaking of other rules may result in a Forfeit of the Game and/or disqualification from the tournament.
Player Pause: Players may only pause a match immediately following any of the events described below, but must signal a Tournament Official immediately after the pause and identify the reason. Acceptable reasons include:
- An Unintentional Disconnection
- A hardware or software malfunction (e.g. monitor power or peripheral disability or game glitch)
- Physical interference with a player (e.g., fan gank or broken chair)
Player illness, injury, or disability is not an acceptable reason for a player pause. In such a situation, the team must alert a Tournament Organizer, who may in his/her sole discretion, grant a pause in order to evaluate the identified player to determine whether player is ready, willing, and able to continue playing within a reasonable period of time, as determined by the Tournament Organizer, but not to exceed a few minutes. If the Tournament Official determines that the identified player is not able to continue playing within such reasonable period of time, then the identified player's team shall forfeit the game unless a Tournament official, in his/her discretion, determines that the game is subject to an Awarded Game Victory (see below).
Resuming the Game: The game will not resume until clearance from a Tournament Official is issued and all players are notified and ready at their stations.
Player Communication During Stoppage of Play. Players are not allowed to discuss gameplay or game strategy with their teammates (or any topic that could provide a strategic advantage in the match) during a game pause.
If a server crash occurs, then the tournament organizer or head referee will decide either between (a) restarting the game or (b) awarding the game to one of the teams. As a guideline, a game victory will only be awarded in a situation where one team was on the verge of certain defeat (e.g. A nexus was about to be destroyed).
Players/Teams that are disqualified prior to the start of a Game will not be allowed to play in the Game. Players/Teams that are disqualified during a Game must quit out of the Game. Players/Teams that are disqualified won't receive any benefits (seeding, prize, etc.) for their ranking. Such Players/Teams may also be subject to a Temporary Ban from future events.
Matches must be played at the scheduled Match time.
Teams have a 10 minute Grace Period, after their scheduled Match time, in which they must contact their opponent or a Tournament Official. Teams that fail to contact their opponent or a Tournament Official, during the Grace Period, may Forfeit the first game. Teams that have still not contacted their opponent or a Tournament Official 30 minutes after their scheduled Match Time will forfeit the Match.
Teams must have 5 Players present in order to play a Game. If a Team doesn't have enough Players to play a Game, after the Grace Period has ended, they may Forfeit the Match.
Teams may delay a Match between Games for up to five minutes. Teams can request that a Tournament Official enforce this five minute time limit. After five minutes of a Tournament Official enforced delay, if the delaying Team is not present, they will Forfeit the Match.
Custom Game Creators who start a Game with the wrong Settings may Forfeit the Game, determined by a Tournament Official. Players/Teams who quit out of a Game and claim that the wrong Settings were used will Forfeit the Game if they are unable to provide proof to back up their claim.
In order to dispute Game results, Teams must notify a Tournament Official that they would like to Protest the Game before a new Game has begun. In order to dispute Match results, Teams must notify a Tournament Official that they would like to Protest the Match no longer than 15 minutes after the end of the Match.
Teams may concede victory of a game by surrendering in the LoL client.
unfair PLAY
The following actions will be considered unfair play:
The use of any cheat program and/or map hack program
An intentional disconnection without a proper and explicitly stated reason
The use of any settings exceeding the standard and permitted settings
Intentionally allowing an opponent to win a game
Unsportsmanlike or disruptive behavior such as inappropriate and/or unprofessional actions directed towards another player or tournament official
The use of a game bug that is determined by the tournament organizer as being unfair
The use of an ineligible player (aka “ringing”)
During the course of the event, the tournament director or group of referees may determine other actions to embody unfair play.
Upon discovery of any player committing any violations regarded as unfair play, the tournament director may issue any or all the following penalties, at his/her sole discretion.
- Verbal Warning
- Loss of Side Selection
- Game Forfeiture
- Tournament Disqualification
REPORTING GAME RESULTS
The winning Team must report the Match results, by contacting a Tournament Official, within 15 minutes of its completion.
In order to get a Forfeit Win, when a Team fails to attend a Game or Match, a Team must contact a Tournament Official at the end of the Grace Period.
If a Match isn't played at the scheduled time, and neither Team contacts a Tournament Official at the end of the Grace Period, the Match win will be awarded to the higher seeded Team.
If a Match is played, both Teams claim that they won, but neither Team has proof, the Match win will be awarded to the higher seeded Team.
PLAYER BEHAVIOR
Tokyo in Tulsa is a family-friendly event, and expects players to follow the League of Legends Summoner's code. The following actions are examples of activities that may result in punitive action from Tokyo in Tulsa staff, up to and including disqualification from the tournament and expulsion from the convention.
Profanity and Hate Speech: A Team Member may not use language that is obscene, foul, vulgar, insulting, threatening, abusive, libelous, slanderous, defamatory or otherwise offensive or objectionable; or promote or incite hatred or discriminatory conduct, in or near the match area, at any time. A Team Member may not use any facilities, services or equipment provided or made available by Tokyo in Tulsa or its partners to post, transmit, disseminate or otherwise make available any such prohibited communications.
Disruptive Behavior / Insults: A Team Member may not take any action or perform any gesture, or incite any other individual(s) to do the same, which is directed at an opposing Team Member and which is insulting, mocking, disruptive or antagonistic.
Abusive Behavior: Abuse of Tournament Officials, opposing Team Members, or other con attendees will not be tolerated. Repeated etiquette violations, including but not limited to touching another player's computer, body or property will result in penalties. Team Members and their guests (if any) must treat all individuals attending a match with respect.
Unauthorized Communications: All mobile phones, tablets and other voice-enabled and/or “ringing” electronic devices must be fully powered off during play. Players may not text/email while in the match area. During the match, communication by a Starter shall be limited to the five players on Starter's team.
Apparel: Team Members may wear apparel with multiple logos, patches or promotional language. Tokyo in Tulsa reserves the right at all times to impose a ban on objectionable or offensive apparel:
- Advertising any non-“over the counter” drug, tobacco product, firearm, handgun or ammunition.
- Containing any material constituting or relating to any activities which are illegal, including but not limited to, a lottery or an enterprise, service or product that abets, assists or promotes gambling.
- Containing any material that is defamatory, obscene, profane, vulgar, repulsive or offensive, or that describes or depicts any internal bodily functions or symptomatic results of internal conditions, or refers to matters which are not considered socially acceptable topics.
- Advertising any pornographic website or pornographic products.
- Containing any trademark, copyrighted material or other element of intellectual property that is used without the owner's consent or that may give rise to, or subject Tokyo in Tulsa or its affiliates to, any claim of infringement, misappropriation, or other form of unfair competition.
- Disparaging or libeling any opposing team or player or any other person, entity or product.
Tokyo in Tulsa reserves the right to refuse entry or continued participation in the match to any Team Member who does not comply with the aforementioned apparel rules.
Identity: A player may not cover his or her face or attempt to conceal his or her identity from Tournament Officials. Tournament Officials must be able to distinguish the identity of each player at all times and may instruct players to remove any material that inhibits the identification of players or is a distraction to other players or Tournament Officials.
Responsibility Under Code: Unless expressly stated otherwise, offenses and infringements of these Rules are punishable, whether or not they were committed intentionally. Attempts to commit such offenses or infringements are also punishable.
Harassment: Harassment is forbidden. Harassment is defined as systematic, hostile and repeated acts taking place over a considerable period of time, which are intended to isolate or ostracize a person and/or affect the dignity of the person.
Sexual Harassment: Sexual harassment is forbidden. Sexual harassment is defined as unwelcome sexual advances. The assessment is based on whether a reasonable person would regard the conduct as undesirable or offensive. There is zero tolerance for any sexual threats/coercion or the promise of advantages in exchange for sexual favors.
Discrimination and Denigration: Team Members may not offend the dignity or integrity of a country, private person or group of people through contemptuous, discriminatory or denigratory words or actions on account of race, skin color, ethnic, national or social origin, gender, language, religion, political opinion or any other opinion, financial status, birth or any other status, sexual orientation or any other reason.
Player Behavior Investigation: If Tokyo in Tulsa or any Tournament Official determines that a Team Member has violated the Summoner's Code, the LoL Terms of Service, or other rules of LoL, Tournament Officials may assign penalties at their sole discretion.
Criminal Activity: A Team Member may not engage in any activity which is prohibited by common law, statute, or treaty and which leads to or may be reasonably deemed likely to lead to conviction in any court of competent jurisdiction.
Moral Turpitude: A Team Member may not engage in any activity which is deemed by Tokyo in Tulsa to be immoral, disgraceful, or contrary to conventional standards of proper ethical behavior.
Right to Publish: Tokyo in Tulsa shall have the right to publish a declaration stating that a Team Member has been penalized. Any Team Members and/or team which may be referenced in such declaration hereby waive any right of legal action against Dynamite Conventions, Tokyo in Tulsa, OKgamers, Riot Games, Inc., and/or any of their parents, subsidiaries, affiliates, employees, agents, or contractors.
