Super Smash Brothers Brawl Rules

Stages

Neutral Stages for Singles and Doubles
Smashville
Final Destination
Battlefield
Yoshi's Story
Lylat Cruise
Pokemon Stadium 1
Castle Siege

Counterpick stages for Singles and Doubles
Brinstar
Frigate
Norfair
Rainbow Cruise,
Halberd,
Delfino,

Pokemon Stadium 2

All other stages are banned. If both players/teams agree on any stage you may play on it.

Stage Striking will be in effect for the first match of each set. The player with the lower port will get to choose the first strike. After each match, winner bans one stage, loser counterpicks stage, winner chooses character, loser chooses character. Continue until set is complete. Report your results promptly.

You cannot go back to the last stage you won in a set, unless agreed upon by the other player.

Double blind for character selection may be used if a player requests it.

SSBB GENERAL Rules:
3 Stock
8 minute timer
Items are set to "off" and "none"
If the time runs out the victor is determined first by the number of stock remaining. If each player maintains the same number of stock, the victor is determined by damage percentage.
Life stealing is allowed on teams.
All sets with the exception of winner's finals, loser's finals, and the championship are best of 3 matches (best of 5 and above should be played out for any "finals" matches)
In the event of a dispute, controller ports will be selected by Rock-Paper-Scissors.
No player may choose a stage they have already won on in that set unless agreed upon by both players.
In team matches, the ports will be determined in a 1221 fashion; whoever wins the RPS will choose first, then the opposing team will get their ports, and then the teammate of the RPS winner will get the last port.
Any action that can prevent the game from continuing (i.e., freezing, disappearing characters, game reset, etc.) will result in a forfeit of that match for the player that initiated the action. You are responsible for knowing your own character, and must be wary about accidentally triggering one of these effects.
Stalling is banned.

Stalling: The act of deliberately avoiding any and all conflict so that one may make the game unplayable. Running away from an opponent to reach a better position is not stalling, while doing an infinite grab endlessly against a wall is. Planking is. Any infinite chain grabs must end quickly after 300% has been reached so as to prevent excessive stalling.

The Mage's DQ rule is also in effect:
2 Minutes Late: Warning/Loss of first stock
4 Minutes Late: Loss of first match of set
6 Minutes Late: Loss of set

Specific rules:
DeDeDe's Infinite grab: You cannot Chain grab in place (not even once). The small step CG is banned as well. Normal CG is legal.
The Infinite grab-release on ness/lucas is banned (do not even do it once). You must hit them out of the release, do not re-grab.
Metaknight's Infinite Cape glitch is banned.
If a game ends with Bowser doing his suicide klaw and it ends in sudden death, the sudden death will be ignored and that game will count as a win for Bowser.
MetaKnight Ledge Grab Limit Rule - All Metaknight's that enter a match will be under the LGL rule. Metaknights are allowed to grab the ledge a total of 40 times PER MATCH (assuming the game goes to timer). The numbers can be viewed after a match on the results screen. If you exceed the limit even by a single ledge grab you will lose your entire SET.
Metaknight Stage Gliding Rule - Adapted from Xyro77. Metaknight is not allowed to glide under any stage more than 2 times in a row. He must land an attack in order to be able to reset the the stage glide count.
Most of these rules are covered under “stalling” and are simply more articulate iterations of the “no stalling” rule. Judges will be on the tournament floor can be called in at any time to enforce this rule during a match. Play the game and have fun! Don't run/fly around the stage all day, that makes for a boring livestream amirite?

All Brawl rules apply to Brawl Minus side event.

There is now Brawl  Unity ruleset that are the national standards. Brawl is monolithic, Melee has 1 stage set variation depending on if your are east or west coast. Wobbling is not normally banned.

Brawl can be found here: http://www.smashboards.com/showthread.php?p=12492158

Wow.

All infinites and chain grabs are legal.

That's crazy.  Not to mention not finally manning up and banning MK :)

But yea, thanks for the link, will need this for TnT.

I can help run the Brawl Bracket at TnT, I don't want to run Melee there because I know AR, KS, and MO are going to Genesis that weekend.

As for grabs.
The trick is not to get grabbed.
This is an important skill to learn in Melee as well, Peach v Spacies....because captain falcon can knee the crap out of peach if he grabs her, and peach can gimp him fast off a grab too. Same with Spacies v Peach and Ice Climbers v Anyone.

If you have some solid arguments against Metaknight, you should really join the Ruleset COmmittee. Indeed if you are significantly versed in Brawl meteagame and tournament organization, you could affect the legality of Metaknight and Chaingrabbing. Talk to AlphaZealot or for a more local TO (houston/dfw) Xyro.

Whats exciting about playing under these sets is that these rules are meant to unify the metagame in such a way as to prepare players from around the US for large regional and national tournaments.

I have my complaints about the Melee ruleset, but I don't feel I can legitimately argue to allow Mute City & Pokefloats counterpicks.
